Every single thread dealing with the problem seems to remain open and unanswered, so I'm at a loss on what to do and any kind of help would be highly appreciated. But PLEASE NOTE that there is no Ubisoft\Blacklist folder in "My Documents". I looked up this problem around the forums (both in Steam and Ubisoft) and the common solution is the one involving editing VideoSettings.ini and altering a value there. There is a processes running in windows refering to Blacklist Dx11, but nothing happens (neither a crash nor any kind of error msg). Installed normally and activated in UPlay everything just fine. I bought Splinter Cell: Blacklist (Deluxe Edition) through Steam.
